Precorder. Record things BEFORE THEY HAPPEN! Just kidding.

Precorder isn't quite as cool as the name sounds.  It isn't an app that sends images or sounds from the future back to you so you can win the lottery and stuff.

But I heard that's a new feature on the upcoming iPad 2.

No, instead precorder is a pretty awesome video application that brings some ultra high-end video features to your phone.  

By setting the dial anywhere from one to ten, you can cache video so that once you hit record, you already have the past x seconds of video recorded.  So if you're trying to catch that special moment but don't want to roll for hours, you can train your video on the action and, once the coolness goes down, you can hit record and be sure you got the ten seconds prior to your hitting of the button.

Take that, precious moments! Never again will I miss videoing your awesomeness.
